MONROE STREET APARTMENTS

Project Description


Freebird and the City of Santa Clara executed a Development and Disposition Agreement in January 2020 to develop a 65-unit affordable housing development at 2330 Monroe Street.  The project will be a model for inclusive mixed income housing providing housing for a broad range of incomes between 30% - 80% of the Area Median Income, with a 25% set-aside for people with intellectual and developmental disabilities.  The project will include a mix of studio, one-, two-, and three-bedroom units.  The project is located at the corner of Monroe Street and San Tomas Expressway and will feature an All Abilities playground and other indoor and outdoor amenities. 

The City of Santa Clara is home to 755 people with developmental disabilities, representing a 42% increase in just the last decade.  376 of the City’s people with developmental disabilities are adults, only 63 of whom are living in their own apartment. An estimated 233 of the City’s adults with developmental disabilities (62%) are living at home with aging parents, who regularly remind our partner, Housing Choices Coalition, “I have an expiration date.”  Housing Choices supports an active database of 168 City of Santa Clara residents with developmental disabilities who are seeking an affordable place to live in the city in which they grew up and have networks of support. 

Development Team

The project will be developed pursuant to a long term ground lease with the City of Santa Clara by a partnership between Freebird and Affordable Housing Access.  Housing Choices Coalition will provide supportive services to the residents with intellectual and developmental disabilities and LifeSTEPS will provide general social services to all building residents.  The John Stewart Company will be property manager.  HKIT Architects is the architect. 

Current Status

The project received entitlements in January 2020.  The project is anticipated to start construction in 2021 with completion and lease-up anticipated for 2023.
